Also, I have the 3 modern era Canadian Joe Convention sets + the SNAKE armor from 2009, which is a cool item. Not sure, if folks include Canada in their mythos and / or treat them as International. Will try to post pics when get home from work.

But these days, does Hasbro promote the Joe brand internationally itself?

I consider all of the Modern Era Joe figures to be considered as International Figures. They are obscure enough and even fetch similar prices on Ebay if not more in some cases. Besides, they were made in China, but produced by The Joe Club in Dallas via Hasbro's permition in New Hampshire.
1. Sgt. Manleh 2. Sgt. Topson 3. Sgt. Redmack 4. Sgt. Shimik 5. Glenda (Pilot Scarlett) 6. Blades 7. Lightning (Relámpago) 8. Trigger (Gatilho) 9. Python Tele-Viper Officer (His File Card made it seem that he was from Brazil) 10. Steel Cobra (Cobra de Aço) 11. Sparta

I think Hasbro handles it through their own international divisions. So, all the toys come from the same source rather than being licensed to different manufacturers. (Honestly, I don't know how many foreign specific toy companies there are these days who have the strength to license something like this.) Even the JvC era stuff released in Brazil was just the same figures as they released in the US. That reasoning may make the figures expensive, but they are not international. They were released for the US market and made by Hasbro in the same factories as their regular figures.
