I found this on Hasbro's JOE-site, create your own figure and it might get made.

1. ELIGIBILITY: Contest is open to individuals who are legal residents of the 50 United States and the District of Columbia, Canada (excluding Quebec), Germany, France, Mexico, Australia, New Zealand and the United Kingdom aged 6 through 12 years of age as of July 1, 2009 (except for residents of Germany who must be aged 7 through 12 years of age as of July 1, 2009).
All entrants must obtain a parent's or legal guardian's permission to enter before entering this Contest. |

I'm pretty sure the majority of tankers don't qualify because of age. Now if they used their kids to enter it could be a loop hole. Not the most moral but a loop hole.

My son and daughter each did one. I had to help them with codenames and bios though.
