Yes, the 2002 Cobra Mantis Submarine can fit two modern era G.I. Joe action figures.

The detail you should be made aware of is that two figures will fit fine with the canopy in the open position, but only one modern figure will fit inside if you want the canopy closed in the latched position. There’s something about the rear seat which makes the action figure sit taller, no matter which figure is used in the rear seat.

The second picture illustrates how the rear seated action figure will prevent the canopy from fully closing.

Yes, figures like the Eels are very poseable just like the vintage figures. However, you wouldn't be fitting them with their gear into the vehicle. The thing about the Mantis though is I can't remember if there was something in the back making the figure have to stradle or not. That is the part I can't remember. I think I sold my Mantis before 25th Anniversary came out so that's why I can't remember.

No, there is nothing sculpted on the rear seat for the action figure to straddle, but your memory is good though. The rear seat sits taller because there is an underside panel beneath the outer surface of the vehicle which opens, containing a compartment that holds the salvage claw and winch, thread, and spool mechanism.

Thank you so much for the pictures. That helped a lot. One question: is it possible to place the second pilot in a more lying position as the first pilot in the first picture and thus be able to close the canopy? Or isn't there room at all for that?

You're welcome.

In that photo, both figures are seated upright with normal posture, and their backs against the seat backs. The lower seat in the front is creating the illusion that the figure is in a lying position, but it is not.

I suppose that if necessary, a taller figure could be placed in the front in a more concealed, lying position if needed.

The rear seat does not have any extra room to do that. The rear figure has to be seated upright as shown in the photos.
