I think Hasbro wants it to be both. Realistically, I would say collectors are the ones spending the money on it.
I've made peace with the fact that GI Joe (and action figures as a whole) are dying out with our generation. Don't get me wrong, we are living in a golden age of resurgence, but it's a resurgence supported by us. It isn't really anything new. And that's ok. Nostalgia is where the money seems to be and our generation is probably good to be milked for a decade or two. Quite frankly, I'm not concerned if kids get into GI Joe or any other properties. Hasbro, Mattel, whoever can make our money now, and when our money runs out, they can move on. I have no doubt they will also figure out what the kids want and sell it to them quite successfully as well, but most likely that won't be GI Joe.

My kids are young (4 and under) and get frustrated with the classified line. For whatever reason the o-rings and modern era / Joy Toy / Marauder / Boss Fight / Fortnite figures get much more play because they are easy for small hands to manipulate.
However, when my nephews were visiting, they were glued to my 1:6 scale soldiers from when I was young that I dug out of storage. But even still - I feel it is aimed at adults. I think kids 7 and up could potentially get into it if there was a cartoon or video game, but instead they are way too expensive and the figures you want are rarely sitting on the shelf. I have never gone to Target and seen one of the cooler "military" style Classified figure, its always some movie ninja or something else. GI Joe needs a show that kids want to watch or a video game that kids want to play before it wants to get kids hooked to it again. |

I dont know about most kids its seems video games are more dominate in their live than toys. With my family I noticed my nieces and nephew have no clue or interest in gijoe or classified sadly .Which is weird but they know and like all the following brands due to cartoons and tv, movies. I dont think alot kids can relate to gijoe unless they have something to expose them to the stories, characters.
all 3 of them collect and like black series .nieces are heavily into transformers and both have alot modern hasbro figures.My nephew who is 10 years old has been collecting neca godzilla for awhile until they lost the license now he' s into neca predator ,alien. which Im guilty of exposing him to with my obsession with neca haha. So I agree a Gijoe cartoon or video game aimed at kids maybe only a way get kids into joes otherwise I think Classified is for adult collectors by default not intention. Both. Without new fans, Hasbro won't be able to sustain the brand as older fans die off or move on. But it's good in that the figures are well-made, for the most part (lack of paint not withstanding) and I doubt Hasbro would try so hard for a figure a kid is just going to beat up by playing with it. I think it's why they started making those 5poa 6" figures... give the kids something similar in size, but much cheaper, and also if they like the 6" basic figures, they can swap over to the Classified line at some point.

Lotta folks have already said it, but like all of Hasbro's more heavily articulated 6-inch lines (Marvel Legends/Star Wars Black Series/GI Joe Classified/Power Rangers Lightning Collection/Fortnite Victory Royale) it's largely marketed as a "Boys Toy" that Hasbro at least knows is heavily supported by adult collectors.
It's not in the "collector's corner" because Hasbro doesn't want it there (because those lines sell a lot less product to retailers than general toy lines). Hasbro is not an "adult collector" toy company on paper...they're a general toy company that happens to have a significant number of adult collectors that buy their product. I do think the shift to more adult-collector friendly designs and characters is good for us but not great for the brand in the long run. Hasbro knows the tried-and-true will sell to "us" for a few years and so it's always their fallback, and every time the cycle repeats after a few years it tapers off as different Joe collectors have different "cutoff" points (Some don't want anything past '85, "No Neon" etc...) Personally I think they should go with new designs or with updating POC-onward style designs to 6" scale to make things at least a little more modern and fresh. I dunno that it'd get kids on board but I think it's safe to say kids don't have much interest in most heavily-ARAH inspired designs, no matter how well-executed they might be. I didn't read all three or four pages of the comments here but I do see some mentions of MOTU scattered about...
I think Classified is primarily being marketed to adults now. I have a feeling Hasbro will eventually do something similar to what Mattel has done with MOTU. The Origins line, which is great for adult collectors AND kids, is still probably more popular with adults. But they started that new animated series and action figures line to "reboot" MOTU for the younger generation. Maybe Hasbro will eventually do some kind of GI JOE reboot animated series for kids with a new line of toys where the characters are redesigned. Then Classified and a reboot line can live side-by-side. The thing that's weird with kid cartoons these days is that the characters seem like they all have to BE kids. That's the one odd thing about the new MOTU cartoon. Even Man-at-Arms is a kid. Or if they aren't kids, they sure look like they are designed to look like kids. I don't know how that could be accomplished with GI JOE.

Considering other than the one CC I scooped up at my area GameStop all I've ever seen in my area is movie figures and our Target finally got in some main line figures this past week. All Lady Jaye. I've had to order everything offline. So I don't know who this line is aimed at, but I know it's not aimed at people who live near me no matter how old they are.
