I remember an overabundance of this figure during its shelf life, along with gen hawk and blowtorch. I bought a few extra on clearance because it was hard for me to resist buying any joes on the shelf back then. Also could buy multiples cheap from ebay seller for many many years up until a few years ago.

What's cool too is he is part of the Compound Z mini storyline when combined with the 30th Hazard-Viper & Zombie-Vipers.

I don't think there's a bad figure in that line. Even PEG GOD ARCTIC DESTRO is a good figure. We just got sick of it through over-shipping.
Back then I was a member of the Brian's Toys figure club, where they put you down for one of each from the new wave of Star Wars and GI Joe. It was a really pretty stress free way to get toys. I agree with HHFF about the legs not having extra covering for the cold. It also is different than the '87 Movie Arctic CC too. ARAH collectors probably wanted that version more. And Kids at that time would probably want a more "soldier" looking figure. That's another reason why it peg warmed.
