I'd have to say Windmill is my least favorite. The colors, the name. Don Quixote.

Deep Six was pretty terrible, but at least he was included with the S.H.A.R.C. which was pretty cool.
Golobulas was probably the worst, along with all things Cobra-La. Lunartix Empire Star Brigade Last but not least,Dr, Mindbender.I just found it annoying that a scientist would be walking around wearing a Cape, muscular as hell, and not wearing a shirt. Bugged the shit out of me. |

There are some good answers here. Deep Six is probably the worst figure of the ARAH line. It was the first gimmick figure and the worst articulation of any figure GI Joe ever made.
Windmill and Armadillo are bad, too. Mission Brazil Mainframe is a color sin. I'm a fan of the modern line, and the modern Wild Bills are incredibly frustrating. And the first modern Falcon is pretty bad, too. I have one more to add -- The original Zap. If a figure can't hold its accessory without breaking, it's not a good toy.
