Just got another off eBay so got a thinking. To me They are just a rival clan with really no affiliation unless you pay them.

I’ve got one of him. If I was to have a ninja battle he would be the first to die. Good for something

I don't much care for these ninja, nor do I wander very far from the file card statement which came with the carded figure.
To me, the Red Fang Ninja are just some criminal mercenaries, which Storm Shadow lured into the employ of COBRA. They can be used as expendable shock troops on missions, and if none survive, COBRA doesn't have to pay anything for their services.

I parted the figure(s) out for custom fodder. I think I used the head for a custom Cobra trooper and the body for an Iron Grenadier. All of my custom Iron Grenadier (basic troopers, not the heavy gunners) use that Neo-Viper body sculpt with Iron Grenadier accessories.

Honestly, other than Storm Shadow and Jinx I don't bother with ninjas at all. In my verse, SE is a (v1) Commando who trained with the Arashikage and Firefly isn't a ninja at all, but an more traditional espionage thriller style saboteur. Until it was retconned to make him a ninja I had always imagined him as French or Irish for whatever reason and 80's kid would, I don't know. I don't ever buy ninja army builders.

I'd paint his shoulder pads yellow and gold highlights on his gloves and boots then slap a 25th Red ninja head and paint it black

They have the Cobra logo on their shoulders, so they are affiliated with Cobra. I think they had an interesting concept but the parts are cheap and kinda crappy since it uses the ROC bodies which were not the best sculpted.

They do wear the Cobra emblem while in the employ of COBRA, but that isn't saying much, other than a pledge of loyalty to their employer. It is even worn by the Elite Horseman drivers, (an private army hired by COBRA, per the file cards) and also worn by Dreadnoks. The figure construction is of course, as you already pointed out, using Rise of Cobra body parts for the build, but considering that these 2009 action figures were part of Wave 4 of the Rise of Cobra toy line, there was only that or the lesser 25th Anniversary parts to build these from. Better sculpted parts wouldn't be released until a year or two later.
