It depends on the execution. Usually I like the separate pieces but if they hang awkwardly, get in the way of articulation, or just plain fall off or slide into places they're not supposed to be (Here's looking at you, 90's Cyclops' thigh-straps) then I'd prefer them sculpted on.

For figures like Tripwire and Flash, I wish they had the padded vest as a separate piece. It just looks really weird when you twist them and see the break.

I prefer sculpted on the body. Whether 1:18 or 1:12, it never looks right as it’s typically too bulky and tends to end up being way over designed. For me an example of this is the modern vs classic SAW Viper.

I guess its the toy vs adult collectible spectrum. What you want it for, a display or accidentally stepping on it and breaking it because you threw it at your brother and it laid on the basement floor.
I'm getting more and more into the toy side of the spectrum, I got a 1990 tmnt Muckman the other day. I'm not even really a tmnt fan at all.
