Does anyone besides the default person lead your factions?
I have a Shredder leading my Black/Foot Ninjas. Cobra Commander leads Cobra. Also have branches of Hydra led by Red Skull Shield by Nick Fury (Sam L) Umbrella by Wesker GI Joe is led by Duke but gets help from various marvel dudes when needed. Storm Shadow leads the Arashikage Lin Kui is a branch of the Arashikage Dreadnoks are all dead except Zartan. He got tired of dealing with them including the twins.

I have a Cobra Council that consists of various regional Cobra Commanders. Basically an excuse to have figures of different designs.
Head of Cobra Council - IDW CC Cobra founder - Old Snake CC North/Central America Cobra Commander - Retaliation CC South America commander - General Esperanza (President of Valverde from Die Hard 2) Africa Commander(s) - TBC Western Europe Commander - Retro CC East Asia/Pacific - Krake CC Destro and Tomax also sit on the council, but have more global than regional roles. Some Cobra resources are fluid and can be used by all commanders, while others sit firmly under their regional commander. |

My Main Commander for the Joes is Gen. Joe Colton.
My Cobra hierarchy is pretty much the same, except for some new field generals such as Bengal, Swordfish, and Iron Klaw. My Oktober Guard is lead by Gen. Ursa Dreadnoks are the same. |

I’ve always used the command structure featured in the cartoon:
1. General Hawk, Team Leader 2. Duke, First Sgt. Field Sgt. 3. Flint, 3rd Command 4. Beach Head 5. Sgt. Slaughter, Special Mission Sgt.( The Renegades ) I also use Nick Fury as a special mission advisor. |

I have my Joeverse on a timeline, so it depends on which era.
On the Joe side: - Action Team era (Mid 60s - mid 70s): Colton (field and ops) < smaller initiative, he wasn't a General yet - Early era (81-84): Gen Flagg (command ops) / Abernathy (field) - Expansion era (85-94): Gen Abernathy (command ops) / Duke (field), sometimes others as needed - Reinstatement era (2000-) Gen Mewett - fka Col. Courage (command ops) I haven't really mapped out past that and haven't decided about keeping Duke on for the Reinstatement era. I don't really want to go past 2010 with the classic characters since they'd be pushing into their 60s and 70s today. Cobra side's a bit simpler: - Kesler CC (80-86) - Fred CC (86-89) - Zartan as CC - while Zandar poses as Zartan (90-94) - Zandar as CC - with support from Zartan (94-95) - Krake as CC (2000 on)

I’ve always viewed the command structure more lateral than a ladder. Hawk and Duke are the primaries, but from there, it’s special United with field commanders, none of whom out rank each other.
