Yeah. I remember having to run all over hell to get a good amount of them. Also there is 2 versions of the cobra officer on the foil card. One has red eye brows while the other has dark brown eye brows. It always seemed that the one with dark brown eye brows was harder to find than the one with red.

If it's open, it doesn't matter if it was foil or not to begin with. So the foil/non is only a MOC consideration. Of course, if you're shopping and can't find any loose (open) figures, then definately go for the non-foil as the foil will be more expensive. I came into the 25th late, 2008, right after the change from foil to non. I was able to get a couple foil still from the stores, but for the most part I've had to go EBay. So needless to say, my foil collection is small.

Your right. Although I think your wrong about the red ninja. He was put back out on a non foil card in that last troop builder case. I think EE still has that case in stock. It is the same case that has the cobra trooper with the black mask and red logo in it.

Or you could be a Stooge like me and buy both, and then buy an extra to open-and that's not counting troop builders.
If you are going to buy a Lady Jaye or Cobra Officer I'd get those first, and then buy something like an EEL or Snow Serpent that only came on the non-foil cards. Then you should be able to make a value judgement if you want them MOC. If you are buying them to open then buy what is cheapest as there is no real difference. The only difference with most is that the very early figures (the 5 packs) may have been missing a back pack hole.

OK, you shamed me into responding. But, I know little on this topic, so I'll just say I like GI-Joe.

Thanks for the input, guys. I bought a bunch on eBay and didn't really care about the difference, but it kept bugging me that I didn't know.
