I saw a shipper with most of the figures in it like that. I think the shipper is packed and shipped with the figures on the pegs, and that happens if the whole thing gets slammed around a lot during shipping.

The storm shadow i bought was EXACTLY the same way. The SE was fine though.

wonder if they came from the factory that way?

I don't know but it's very odd all the ones in the photo are torn and i bought one, many states away, and it was the same.

Its most likely because the paper is crap and happened to get ripped when hung on the peg.
