Start here:
http://www.hisstank.com/forum/g-i-joe-creative/ And if it's completed work then start a thread in the "Finished Projects" section. Unfinished work should be posted in the "Works in Progress" section. In either case, start a new thread and pick a "prefix" that matches your custom (vehicle, figure, non-Joe, whatever), give it a title, upload at least one image as an attachment, write your post, and submit the thread.
