In your collection Nemesis Enforcer can ride My Little Pony over to Strawberry Shortcakes house to have a tea party with her and some Care Bears. In mine America's most elite fighting force leaves fighting oversized bugs to the Ghost Busters.

For no reason I can recall he was one of my absolute favorites as a kid. Hopefully they'll at least issue the poor guy a sidearm this time.

There are a lot of 2-packs for one reason, more shelf space. They could release every figure single carded instead of in the comic packs but I doubt shelf space would increase any. It would probably mean less figures on the shelves in the end since they would only order cases of singles instead of both singles and comic packs at the same time. A case of singles and a case of comic packs is better than just a case of singles any day as far as numbers are concerned. As for Nemesis Enforcer, I seem to remember him being high on the mail-in poll at one point. I wouldn't be surprised if several of the figures on the list were already in development when the list was made (Billy please). Hasbro probably saw this as a desire for him so they made or are making a figure if it wasn't in development because they think that is what we want. While Nemesis Enforcer isn't getting much love here doesn't mean a lot more people hate him than like him, although it is very possible. Until some information from other sources or this is from a source that has been right before I think we should take this list with a grain of salt. Some of the packs seem very odd at best.

I could do without a nemesis enforcer, mainly because by making the figure Hasbro is inherently acknowledging and validating that Cobra La is not only part of the official canon of G.I. Joe but the official origin of Cobra, instead of dismissing it as a mistake and simply pretending it never occurred and re-presenting the histories of G.I. Joe and Cobra without it.

Well like it or not it is canon for the cartoon. As far as the toys I don't know how they were handled there so you can probably look at them like you would a Stealth Attack Wolverine, a line filler, or a movie tie-in. As for the comics I doubt Hasbro will ever make it canon. If this is a comic pack it will either be a movie adaptation or Falcon will have a bad dream where he fights Cobra-La. It could also be a movie DVD or a CD with part of the movie. This is the 25th Anniversary so since Nemesis Enforcer is part of G.I. Joe's history he is fair game, good or bad.
