Actually, the shortest and most accurate answer to the question is:
"Wal-Mart Happened." The Wal-Mart retail strategy (particularly the idea of "Distribution Centers" as opposed to "Warehouses") changed not only the toy market, but the retail market as a whole. Also? Video Games happened: Action figures now are produced at FAR lower levels than they were in the 80's. Less product to go around = harder to find on shelves. I would wager that most people this year will never see a Darth Malgus, Nom Anor, Shae Viszla or Galen Marek on-shelves (ditto for the upcoming Old Republic Trooper). I've found it to be the same way I've never seen Shae Vizla in a retail store. The internet is suppose to be cheaper then B&M stores but they are more expensive as of late. Doesn't matter how long the product has been around, I could understand if it was hard to find because it's selling well.
I had a Hasbro representative admit (later he backtracked when he realized what he said) that they purposely don't make a lot of a female figures even though they know that the market is expanding to include girls. He said the demand is there and female figures are extremely popular with collectors and little girls alike. He tried to cover himself later and said "It's mostly a boy line." Yep, the answer is a couple hundred people are buying up tens of thousands of figures to sell on ebay, and one single line of toys got a retail giant to change their structure?
Different time is all really. Toys aren't as popular as they were when we were little, video games and computers are now where its at. Stores dont need to fully support what isn't a big seller.

Hello, I think you can get Shae Vizla at e-bay or amazon and that would be the best place to get it.Also, surprising to know that you were able to get your G.I.Joe figures without such online help.

Wal-Mart was by far the largest contributing factor, but you're correct in that it wasn't the ONLY contributing factor. The timing of the "collector boom" for toys in the mid-late 90's (which more or less followed the "comic boom and collapse" of the early 90's), the increase in the video game market, etc... The market's shrunk even more since then, but basically by the early 2000's the toy (or at least the action figure) market was pretty much following the model we see now: Core-character driven, multiple waves-per year, and even then occasional waves would end up "shorted" and end up being nearly impossible to find at retail, particularly when lines were nearing a "transition" in terms of branding or whatnot. Just be patient..walmart likes to flood the toy aisle with Star Wars garbage. They'll show up eventually.
Unlike Star Wars, GI Joe doesnt have the kind of support anymore. meanwhile in my local walmarts and targets, I see every SW figures from the previous wave.

I can remember the very first action figure (from any line) that I had a hard time finding and felt 'rare'. Alley Viper V2. It's all been downhill from there lol
