I thought so too at first but if you look closely the vest and tie are molded into the chest as opposed to be separate pieces like the SDCC ROC Destro. The arms and legs could be the same pieces. The hands look nearly identical as well.

I think it is the same as SDCC Destro - with one distinguishing thing making me believe this: the tie tack. Hasbro tried painting over it with red, but it stands out distinctly - a red rectangle on the tie. Add the vest and jacket and how they lay on this chest, and I'm certain that it is the same. It is possible that they might make a cast of the torso with tie to prevent the tie from moving, but that seems unlikely.
I am convinced, due to the tie tack, this is the same figure - sans the head - as SDCC James Mc. I think it appears to be glued down due to the red paint from the tie on the vest. They may have glued the vest down, but that doesn't make much sense.

It's definitely the SDCC Destro mold but perhaps re-tooled for the MU line. The torso looks like one piece now. The jacket isn't bulky or sticking out anymore.
