If the "GI Joe" logo isn't foil/chrome, it's probably a reissue, even if there is a "25th anniversary" stamp on it (just a guess though). The original wave 1 flint had the foil card.

I've found a couple of early wave figs within the past month in some out the way places I've been to. It's really worth it sometimes.

it sure is a foil card, the reflection isn't clear in the photo but the foil card is evident.

Flint has seen several re-issues, in a wave 2007 3 revision that came out during the holidays as well as an 08 revision case with black SE's. and yes, they never made a new card for it so it would be the same as the wave 1 card. the date stamp on yours, though, I believe shows it was manufactured in December of 07, so it is a revision Flint and not technically a wave 1.
