I remember at Frank & Sons some guys were doing that to some Hot Wheels cars. They had a Q-Tip and was rubbing something which I believe was Home - Goo Gone. They were applying it to the back of the card where the bubble was attached. Pop - the bubble came off and the artwork wasn't disturbed. JOE cards are thicker so I would practice on one first if I were you. I have used Goo Gone of different toys to remove pricing labels and no damage at all to the bubble or the card/artwork. Just don't rush the process.
