It's "too many BumbleBees" syndrome. Nobody wants more BumbleBees or easy-to-find figures that clog their local store pegs, but they do want the other figures from said assortments that are harder to find/more desirable. So rather than sell out of all the good stuff individually and be stuck with individuals of the stuff that doesn't move/people can always find/people don't want, they sell their items by the case assortment now to ensure both the crappy figures everyone is tried of and the hot awesome figures everyone and their mother wants, sell. Like many others have echoed since the wave 3 case was revealed, they need at very least 2 Storm Shadows per case, if not more.

I'm talking out my ass here, but from what I've seen, read, and heard, this is what I think may be the reason:

What probably happened was that due to how poorly ROC Storm Shadows sold (you can still easily find them all) and how POC Storm Shadows sat for a while longer than their case mates, Hasbro and/or retailers made it so that Storm Shadow, regardless of how excellent his figure was this time, was short packed to avoid having him sitting on pegs. Another possibility is as we've seen with 30th figure's accessory load outs, a bunch of items and gear got axed. Storm Shadow comes with a good amount of stuff, so he seems like an exception. And as there is a budget for the line, they could probably only include him so much as he is and still stay under/in budget. Of course now they're going to get their money's worth out of his mold with it's high use in the Retaliation line. That's my 2cents.

Nope. They're mainly retired guys. I've met a few in the aisles on lunch breaks. One time a told a guy I found a treasure hunt and he was like, "I was wondering who got that?" cos he gets them all at that certain store.

I think they've just learned from waves of various toy lines that their warehouse is overflowing with the versions of "main" characters. All those Bumblebee and Iron Man figures take up real estate.

They've fallen in line with the independent online retailers. People want those hard to find figures, they will buy a set to get them. I'm guessing, being affiliated with Hasbro, they can't mark up and sell the rare figures like Smalljoes can, so they went with the set only policy.
