I think it's this, but the "they" is retailers. Look at what's on the shelves: it's toys supporting current TV shows or movies. That's what sells toys & Joe has neither, so retailers don't order anything that won't sell.

Yeah I think its more then likely the way you say it. Its just odd that so many Retailers are not stocking joes

I think I'm changing my strategy. I really am just looking for POC Troopers, Steel brigades and vipers. I still occasionally find Shock Troopers, so I think I'll just gobble those guys up and just convert them using my old vipers, SSs, and troopers.

I have customizing skills, I should go ahead and use them.
