Got my Resolute sets today and am really pleased with them. For as much ragging as people have done on Storm Shadow, I actually really like the simplicity. Zartan is fantastic, and Baroness is a pleasant surprise.

University had 1 case and I grabbed both JVs

I've been told High Point Target got some in as well but I haven't confirmed that

I also went to Target on Wendover in GSO, they were still stocking the shelves but I didn't see any GI Joe figures at all

For those still looking for 25th figures, the new Ollie's in Gastonia has several each of Tripwire, Pilot Scarlett, Cobra Diver, Ninja Vipers, Ripper, Python Patrol Crimson Guards, Resolute Duke, Resolute Cobra Commander and Roadblock (may have missed one or two). They are $3.99. They had a ton.
