From the complete run of Sunbow cartoons, which Cobra character was the most successful in being a foe to the Joes?

I'd say Firefly because Storm Shadow still exercised nobility that favored the Joes in some of his choices. Destro would be a slightly close third.

Do Zartan and/or Zarana count? Because both regularly achieved some semblance of success/"had their moments". (Albeit mostly minor victories, ultimately proving hollow in the end.)

Of course! Zarana would've been "better" without Zartan in most cases. He chose the most unusual times to turn into a coward.

I would say Serpentor. A much more aggressive and respected leader compared to Cobra Commander.

I've often viewed Serpentor/Slaughter as Sunbow's "jump the shark" moment. That could be because I saw Dick Gautier (who voiced Serpentor) on the game show circuit and could never see Serps the same way.
