This was hard. I wasn't familiar with AGENT FACES so I went and I read his file card. Dudes a dope ass character and I hope more is done with him. However, he's in the same bracket with the Soft Master and I voted for the Soft Master as a matter of principle. It's been 40 years since the Soft Masters' debut in G.I. JOE and the closest we've gotten to a Soft Master figure is the mask in the ZARTAN Master of Disguise set.
