Can any one tell me about the his reaction snake eyes

I just picked up this reaction snake eyes at my local target yesterday morning.. it says secret service under his name. However I can?t find this color scheme on any of the toy site. Is this a chase figure at all?

Is based on the Funskool version.

I think it was believed to be a chase at first, but it seems it's being found in ample supply and I just read it had its own UPC.
