Test shots are the first output of the factory, pre-production samples are when they get a sample of what's going to go out to customers, like a final review.

They would get multiple test shots before pre-production samples.

That's what confused me.

Unless Test Shots are just "let's see how the tooling comes together" and pre-production samples are "fully painted prototype"

Just imagine if Hasbro had allowed Super7 to do O-ring, how many figures might we have had by now? S7 seems to have no issue getting these 1:18 scale figures out. Smaller companies are often more nimble and better able to react to changing market situations.

Super7 has never shown an ability to make anything other than REACTION figures in a timely manner. I'm not sure they would have produced O-rings at the pace everyone seems to be assuming.
