Tone is a bit of a tough one for a cartoon since it has to fit what is considered kosher for kids entertainment these days. Although sometimes I think we forget that there was a huge difference in tone between the Real American Hero cartoon where the Joes might cross paths with Egyptian gods and the comic book where Larry Hama was teaching us all the cool military jargon.
Large cast cartoons also don't seem to be in favor which is a bit of a problem for GI Joe. If they limit the cast then someone is always going to be disappointed their favorite Joe or Cobra never shows up in the cartoons. Also harder to push figures to all the new fans if that character doesn't get a bit of the cartoon spotlight. But I don't give up hope because entertainment has found the right mix with characters like Captain America and HYDRA. They don't push the tie to the Nazis with HYDRA to get around what would be a serious issue for people. Captain America takes place in a fictional universe so thorny issues from the real world can be avoided. I think GI Joe could pull off something like this. In the last 5 years or so, we've seen a MUCH greater segmentation of the market, with items more clearly targeted to "Kids" versus "Collectors", though certainly not without overlap. I find it VERY likely that the next "main" cartoon will be styled similar to Transformers Cyberverse or Justice League Action: shorter episodes with a greater emphasis on action and fun rather than deep lore. Which has its advantages, and in terms of Cyberverse, I have readily made the argument that season 3 is some of the best Transformers cartoons I've seen since Animated ended. And in terms of those mentioned shows, they have MUCH broader casts than what we were seeing 10 years ago, even if not as many characters were guaranteed to get toys. Unlike the "old days", toys are being developed after the show, instead of the other way around like with Sigma 6 or ARAH. I feel the next cartoon is going to be closer to Sigma 6 in that the tone will be more action and fun. And the military angle is...not going to be omitted, but not a significant element that is lingered on. Ideally, Hasbro will continue its cross demographic efforts and we'll get another "Resolute" that will give fans more of that harder military edge fans seem to prefer. I wouldn't expect Hasbro to talk much about a GI Joe cartoon, if one is even in development, until next year. It's possible that with the delays to the Snake Eyes film, Hasbro might simply opt to move forward with a broader brand launch next fall than to delay a cartoon and possibly waste momentum that Snake Eyes might bring.

I hope they're taking the time given to properly plan out their cinematic HasbroVerse.
