I’m convinced that in addition to just not ordering enough, Target completely lost control of the shipments at every step of the way, which is to say Vipers were being snagged by the case even at the warehouses. This would explain the number of stores I visited that were supposed to have either 4 or 6 “arriving with the truck” and then they wouldn’t be able to find them even right when the store opened. This might also explain how the preorders got screwed up — like they’re SUPPOSED to be at the warehouse, but the whole case/box/pallet disappeared. Wild theory but yeah once word got out to Target employees that these were hot items we as collectors were TOAST.

They certainly said they'd do better by Wave 2 but by all accounts they didn't and I would bet the pandemic has had a hand in it. I'm going by what happened in Transformers. A number of Amazon exclusives became scarce without warning and many people, even those who pre-ordered within a day or two of the window opening up had their orders cancelled. Likewise, Target exlusive Transformers, Thrust and Runabout, made a blip and then just up and disappeared. The Walmart exclusive Netflix Transformers wave 2 likewise blipped before the holidays in 2020, never restocked, and aside from one or two stores reported, have seemed to disappear also. I lucked out for most of the TF stuff. I've gotten every Amazon Transformers exclusive I pre-ordered but I know a lot of day-1 pre-orders that ended up getting cancelled. No rhyme or reason why Amazon did this. I never got a pre-order for Target's Thrust but I did get one for Runabout. Thrust also came months after it's release date due to a possible transit issue. By this time the Walmart exclusives should be clogging shelves but even the peg warmers of wave 2 are nowhere to be found. It all suggests there's a supply line problem on Hasbro's end. Exclusives being exclusives, with people buying multiples int he case of the CI troop builders, resellers looking to make money, and the nature of more limited runs combinging with supply issues means the perfect storm for a lot of unhappy fans across Hasbro's various brands. It's an absolutely shitty situation all around for GI Joe and Transformers and I really hope to fuck that Hasbro is already in the works to fix this. I wonder how feasible this really is though? The rationalist in me applies Occam's Razor right away. This would imply that there's a Corporate wide conspiracy of warehouse employees making sure that as few actually get to stores and hands as possible. I worked at the Target Distribution Center for a few years 20 years ago and I would say there is zero chance cases were being snagged in the warehouse. Full cases go straight from trailer to trailer and the ones and twos go to the old ladies that work the repack area.

I'm still amazed by anyone who claims that they found CI in stores - on the shelf. The only figure I EVER saw on the shelf was CI Roadblock. Never saw any of the others. Never. And I was looking. My friend was looking. They were not out there. I think they went directly from the stock room to scalpers hands to ebay.

The availability heuristic is a heck of a drug.
Who knows what distribution was like in different parts of the US? We've seen folks who saw figures right on schedule, some who checked popfindr and it took a week or two for any to show up within 100 miles. Add population density to that and, at a bare minimum, distribution and demand vary wildly by location. If you're in a rural area, you likely stand a better chance of finding them than people in cities. The implication - or the overt statement - that "I found them easily, therefore you should have too" - is so incurious on the surface. Why is it so challenging to believe that it was difficult to find these in some areas?
