This assumes that they don't also use PF. I would think that those who are able to get a boat load of these figures are even more proficient at using PF than the regular guy, and perhaps even have people working for/with them that are close to that store for quicker access.

That's exactly what I'm saying. Pointing fingers at people and saying you are the problem is wrong. People should be able to buy what they want for whatever reason. A simple capatcha and figure limit would resolve most of these issues out the gate. It shouldn't matter to you what I want. Target could take a stand at any point to try and resolve this. They could probably ask hasbro to make more if they wanted to. They don't give a shit, it's evident. Your frustrations should fall squarely on their shoulders. Furthermore, their employees buying cases out the back to resell doesn't help either. Should they be allowed to buy figures, sure. Should they be a contributing factor in the failures of one stores operation? No, I don't think they should. Once again, that's on target. If you want 5 or 10, or want to trade or customize, you should be able to without people saying you're the problem. Because at the end of the day, the customer is the reason why the business exists.
