is Chameleon supposed to be the same character as her?

I don't read any of the comics, no. I'm just naturally inclined to expect that anyone that doesn't have an action figure or exist in any other media is likely a future candidate for getting axed.
Especially since, from my understanding, the IDW books have been pretty big on killing "original/new to this incarnation" Joes when they need the body count upped for whatever reason. |

Other than to renumber, I don't see why it needs to be relaunched. It doesn't sound any different than the current Cobra which is fine by me.
