Given the choice, I would have to pick none of the above.
If it is possible, just make a great storyline for G.I.Joe. Something that does not require two years of issues to build to a climax. The stories should be action oriented with plenty of characterization and exposition. I couldn't care less about whey tier quality level the issue is with some box for the issue. I want a story with substance. Can you do that?

Artist first.
Although i wouldn't pick Robert Atkins for it, sorry. Quote:

In this case Cal is 10 times better than Atkins. Aside of being different styles, i'm being 100% objetive here, not trying to be offensive, but Alex Cal is simply way better than Robert in almost any field.

I looooooved Golden's work back in the 80s. G.I. Joe #23 is one of my favourite covers of all time. But starting with issue #116 his art took a nose-dive. He kind of changed his style and it was too "cartoony". And his cover for America's Elite #36 is just embarrassingly awful.

Larry Hama gets lots of props for his writing but he's often overlooked for his pencils. His artwork from the Marvel run was some of the best of the series.

i know most people would say they would want to see the art but dont really care who the artist is but i think its really important to know who's behind the pencil. at least for me i like seeing who the artist is when i pick up a comic, sometimes it immediately dictates whether or not ill even give it a chance past the cover page.
