When do we find out who the rest of the figures are?

Amen. I can only speculate at the moment, but I'm sure since the remaining 15 are going to be released in fall, we won't find out who they are until the Con. :(

Actually, according to the Hasbro press release and the reps at Toy Fair, the first wave of singles should be hitting around the same time as the 5-Packs (maybe shortly after) which is June/July. I would imagine we'll be seeing some sneak previews probably a lot sooner than folks think...
