They really just need to make it like most of the comic book movies that are successful right now. I wouldn't even go deep into plot lines with characters. Make it a film where the action is already happening and we're watching as it unfolds. Cobra sets up a threat and the Joes have to stop it by the end of movie. Maybe have a text crawl like Star Wars that sets up some context and then pan to establishing action scene. Like with the Marvel movies, The characters just are. The world exists within the context of the film, characters' costumes are true to the figures, maybe some updates; no need for explanation.
It's established through viewing that the world is similar to ours, like with Marvel, but also true to a comic book movie world. The characters are part of a team and their quirks will show through dialogue within the situation unfolding. It should follow a few different teams spread out in different regions all working to stop Cobra's plan. Maybe the weather dominator that works by different reactors placed in extreme environments throughout the world, and the Joes are fighting in the different regions to dismantle them. The main team works to stop Cobra Commander directly at in the main hub where the device will be activated if Cobra's demands aren't met. This allows a vast variety of Joes and Cobras who are region specific to share screen time in the context to the film. Maybe have Tomax and Xamot messing with wallstreet and Baroness influencing world leaders at a summit. Joes are deployed in the city, while Destro has an operation in an arctic environment, Major Bludd in the jungle with themed cobras and have the Dreadnoks there. Cobra Commander in the Desert with Duke and the main team of Joes raiding Cobra's Headquarters to stop the main sequence of events before time runs out. Get rid of any romance, familial ties, limit the ninjas, no arashikage plot (save for a sequel maybe), keep it simple. Make a comic book style action movie where it's fun, action packed, and the plot unfolds as the characters work through. No flashbacks, no deep backstory as to how each character became good or evil, just keep the plot going within the context to events. Lots of distinguished Joes, make each background character a Joe in costume and each cobra identifiable through costume. Refer to each Joe by code name therefore you get a lot of fan service without interference to the plot. Keep the plot moving through sequences of events and it'll be the kind of GI Joe film that makes everyone happy. |

- With smart choices in the voice cast - not the same old, same old or crappy stunt casting - new team leaders - Cobra hugely outnumbers the Joes - stick to the characters' military specialties - no wasted characters - no origin stories - no back stories - no Arashikage - no romance - none of the same pairings that have been going on for 40 years - rotate out half of the usual cast of characters - replace those characters with unused Joes/Cobras - add an original character for each team who proves themselves within the constraints of the story - set in a contained environment - not requiring any other movie/cartoon. Call it: G.I. Joe Special Missions [insert location or operation name] - to be narrated Magnum PI style by Snake Eyes (this idea is my horse to kick)

Agreed - but - they pushed the Duke-Scarlett-SE love triangle too much when there was little to no chemistry there and there was too much Arashikage.

I think you have to get both the look and tone of GI Joe right, for a movie or show.
As for tone, I see GI Joe as basically a pulpy action-adventure-military property. I don't see GI Joe working as a "war movie", but more akin to Indiana Jones or something. Fun world-trotting adventure, often humorous, with dark and grim moments mixed in, but not overly dark or grim.
