Was probably more Hasbro/Paramount screwjob, since the new Snake-Eyes film is another.
From what I remember back when the movie was first announced, it went through many guises before we got what would be ROC, essentially some strange compromise plus elements of the Marvel comic and Sunbow/Marvel cartoon series. Not sure of the order anymore, but the various guises. As it was supposed to be more a buddy comedy than action film. Then something like it was no longer about GI JOE A Real American Hero vs Cobra, their seemed to be some anti-American soldier sentiment going around at the time. So something close to either the Adventure Team incarnation of GI JOE was being tossed around or the UK's Action Man vs Dr X. And another proposal of using the 1980's GI JOE but make them some sorta UN special forces unit like Van Damme Street Fighter movie did, and have them more resemble UK's Action Force rather the largely American GI JOE team original. Producer Lorenzo di Bonaventura thought GI Joe only consisted of the 12” army doll from the 1960s, he only found out about ARAH after the awful script that he commissioned leaked onto the internet and was eviscerated by fans. Paramount and Hasbro had to throw together a new script at the last second before filming started. It was a mess.

Nah, it's impossible to do a live-action G.I. Joe as we know it. It could have been better, but you just can't do it right.

GI JOE isnt hard to do right, its just basically Captain America/Nick Fury and group of elite commandos against a super villain Neo-Fascist terrorist organization Hydra that was turned into Cobra.
Essentially something along the lines of the Captain America The First Avenger combined with Winter Soldier could've been a GI JOE movie. Its not hard to do, if they wanted to do it right. All they had to do was go back the source material of the Marvel comic and even watch the Sunbow/Marvel cartoon. ROC could've turned out better if they fixed a handful of its flaws, which mainly consisted of Duke, Baroness and the Rex subplot,and got a lil better cast for a few key characters. Even Wayans could've been an OK Stalker if they toned him done and wrote a good characeter. What really worked was Snake-Eyes and Storm Shadow, good casting and action and it felt overall correct. Someone like Cena would've made a better Duke. ROC a was pretty good summer hit but it just was not well loved by fans and critics. But generally speaking, it was a pretty fun and good action movie by itself. |

I do partly. However, he was brought on a rushed script and film production during the WGA strike. There's plenty of blame to go around, not just one party. |
