no they don't, or else a store could be forced to sell a product that has been recalled just because it is mistakenly on the shelf. there is no law that forces retailers to sell anything. there may be a store policy, but that doesn't create a "have to sell" situation. and even then, a store can refuse the sale because they aren't legally allowed to sell a product, because it has been recalled or because they have a contractual obligation to not sell it until a specific date. a consumer has no legal authority to force the store to break that contract, and no right to buy something unless there is proof he/she is being refused such in violation of their civil rights (because of race, gender, etc.).
