It looks like an ushanka to me. I don't know if there's a specific name for it in English, though.

That link looks about right.
It's probably based on the photos of what members of the armed forces wore during the Falklands war. From the Osprey book on land forces in the Falklands war, the description is pile-lined, DPM cloth CW cap, where CW=cold weather. I've attached a photo and part of a plate drawing. |

There was a little hardcover book that had special forces of world. It was sold in the 80's and 90's. Half the pictures are illustrations. The SAS drawing is an exact prototype of Big Ben down to the machinegun and large pack. I was suprised; because, it was the first time I had seen an SAS trooper in something other than the black "Embassy Assault" uniform. It also had a Delta Force drawing that had a soldier from the Desert One rescue attempt. He's wearing a blue jeans, black field jacket, black watch cap and carrying an M-60. I remember thinking it was an odd set-up for a hostage rescue.

There was a similar styled hat in our basic issue TA-50 in the Army, but I can't remember what it was called for the life of me. And since I don't believe it's part of a soldier's BII when they enlist anymore, I can't seem to locate the specific name of it for the life of me. I even went through my old records, but I only found my last TA-50 inventory, which was after they phased it out. But the link listed above is the same hat - I just wished it used the name I can't remember.
