I dont think an alleyviper unit would be any more effective than a swat unit or MOUT trained infantry. Unless you are making them superhuman and/or equipping them with fictional supertech, they would be just as effective. Their armor would be subject to failure from multiple shots in the same area or armor defeating rounds. They would have weak points such as limbs and armor gaps. I think they are more elite than say, blue shirts or your standard vipers, but not insurmountable foes.

I think with the shape of those shields it doubles as an up close and personal weapon, I especially like the nightstick holster inside.
As for the color scheme, I think it has to do with psychological warfare. AVs are the best and meanest of ground troops. Heavily armed and more heavily armored. Any squad that sees a team of AV's coming down the street in plain view would crap their skivs, and they have the urban training to hide when needed so the colors are a moot point. I remember way back in the day, my friends and I would kill the lights and turn on every neon thing I had in my room (this was the early 90's and I was a metal head...tons of blacklights, a phone with big buttons and a neon blue bulb going around it, plus my infamous blacklight Sylvester and Tweety clock hehe) and once those lights went on, the AVs looked badass. The orange turned a dark red, and the blue lit up like the NY skyline. Fun times...
