Even with the 12" Joes counted, they still wouldn't beat out all the SW figs since '77.
I have no official numbers, but I heard almost 10 years ago that if you take all the Power Ranger toys made since their inception, and place them side to side in a straight line; they'd circle the globe one and a half times. It makes since. They've been continuously on the shelves here in the US for 16 years. I think Power Rangers would hold the most records.

Clone Wars already has that. 75% of the firgures are repaints.

I guess that's a matter of perspective. I had a few 12" Joes when i was little before ARAH came along. When ARAH came along I quickly moved to that, but that's because the characters were better, and cheaper, but not the figures. Who knows if Hasbro had released the 12" Joe line with the ARAH characters what would have happened? If it wasn't for SW 3.75 figures being so cheap to mass produce and ship we may have had 12" ARAH figures, and the 12" market might look alot different then it does now. If the main action figure line hadn't switched scale 28 years ago a quality 12" figure might be alot more reasonably priced now days.

I think Star Wars holds all the records as Troy (and others) mentioned before - first thing that came to my mind at the original post.
