Go look at YOjoe, cheater!
Now seriously...there aren't that many actually resembling somebody as a character, but lots are sculpted to resemble someone. Most are just friends of whoever was working at that time. (actually, Crystal Ball is not resembling anyone, my bad. He has some story with Stephen King) I think Law too.

From Yojoe.com:
Legend has it that famous horror author Stephen King is connected to this figure. Depending on how the story is told, either he or his son, Owen, (who was a big G.I.Joe fan and who was the namesake for Sneak Peek) created Crystal Ball and wrote the filecard. |

Many are based on Hasbro Employees in one form or another. Some are based on fans as well.

Cesspool from the Eco Warrior line is Vinnie deAvela (spelling) who was head of boys toys for hasbro at that time. Looks like him. Vinnie is now heading up things over at playmates, I believe.
Kurt Groen was a senior designer in 1997, and I have to check file cards, but I thought he had a figure in his namesake. I met Kurt at the announcement of the return of the 12" line with Snakes, Stalker, Duke and CC. He was a great guy, and shared some humorous anecdotes about designing vehicles and the appeal of ninjas. One of the few from hasbro that I met that took time to listen and explain why collectors dont rule the world. David Lane, Jr started the Steel Brigade Club that appeared in the Marvel Comics letters to the Pit section, and wasn't he Sure-fire, or one of the TRU line in the early 2000's. Sadly, the club seems to have become a footnote. IMHO, due to self-importance of the people in charge. Kirk Bozignian of Hasbro (more spelling issues) was used for the likeness of Law. That head was also recycled.
