I've covered this question in parts in the "What Secrets Lurk in the Filecards?" thread.
Here are the GI Joe figures I know of whose file names are based on the names of real-world people who were associated with Hasbro through the years.
The former presidents of the official GI Joe Fan Club (or rather, their names) also made it into toy form:

The file name for the 1991 figure Tracker is "Christopher Groen," IIRC. Maybe that's his namesake character.

In terms of figure likeness, it's a little more open to speculation.
Of course, everybody knows the story that the original Tunnel Rat figure's headsculpt and card art are based on the likeness of GI Joe comics/original filecards scribe Larry Hama. But what isn't really talked about much is how GI Joe comic book artist Ron Wagner based his drawings (it was specifically in issue #67, IIRC) of an unmasked Storm-Shadow on Larry Hama's facial likeness as well. |
