When it comes to Joe, you can't go necessarily by rank. You have to go by specialty and seniority.
Sure, Keel-Haul is an Admiral, but he's in command of the Joe Naval forces. Pay Load is in command of the Joe Aerospace forces. Neither are going to be commanding ground operations. So with Hawk and Duke gone, the organization command would probably fall to General Flagg II with Colonel Courage as the C.O. and Flint as the X.O. But you would have different teams with your other officers like Falcon and Captain Grid-Iron as field commanders with the NCO's like Stalker, Beach Head, and Gung-Ho as their seconds.

We're all forgetting Colton though. Technically, he's above Hawk and Flagg senior.

1. Flint 2. Lt. Falcon 3. Stalker (he has seniority/experience) 4. Scarlet (same reason as Stalker) 5. Torpedo (he has lots of experience, and he is already a cheif Warrent Officer) Sarcastic choices: 1. Colonel Life Line 2. Colonel Courage 3. Major Storm 4. Lt. Psyche Out 5. Captain Grid Iron 6. Captain Kremov. Tankers are the best JOE fans!

Yeah...even though Joe Colton was the original G.I.Joe and part of the ARAH universe, I usually leave him out. If I include him I use him as a semi-retired consultant and liason between The G.I.Joe Team and The White House. It's more of an honorary/symbolic/PR position.
I always stuck to the Marvel comic. That makes me a Hawk fan. Which means I pretty much despise Duke and ignore Colton since they both take away from Hawk. lol

I despise Duke to and was always thankful he got pushed aside in the comic book, at least until DDP got their hands on it and screwed up his character and brought him and Shipwreck to the fore trying to integrate the cartoon and comic.
You know, I just realized that Blaylock was probably more of a cartoon then Marvel comic fan. Anyways... Even though Colton wasn't in the comics, I put him ahead due to actual rank and experience.

He's a list of every Joe Officer. All who outrank Duke, Flint, or Beachhead.
Personally I'd go Courage with Surefire as XO if I did a relaunch because everyone got old and retired. The Joes really need an XO. |

He was in charge of The Pit and it's personell, but not the actual Joe Field teams. At the end of the day, who leads is entirely up to you and your prefference of versions (comics or cartoons) and how realistic you want to make your Joe team.
