I would go with Flint and Beachhead as #1 and 2.

Stalker, because Hama wanted him instead of Duke to be the Field leader, but good ol hasbro stepped in and the rest is Dukery(instead of history)

If going by rank it'd be either Colonel Courage, Major Barrage, or Major Altitude... Not that I paid any attention to those characters (hell, one may not even be a Joe for all I know)

If you go for straight up rank and experience (meaning it would not have to be an officer), it would probably be Gung Ho, but I'd go for Beachhead if Flint was unavailable. It would probably make more sense to have Beachhead running the operations and have Flint as the overall Field commander, much like the Duke/Flint dynamic used to be.

They probably would just up and give it to Flint, and I'm sure he'd take it if offered.
Beachhead, while a total badass, dosen't have the temperment for leadership. Sure he's got the skills, but he'd rub too many soldiers wrong and it'd be a clusterfubar

This guy would JUMP at the chance to lead GI Joe.
I like Falcon but he is in no position to lead. Flint might take the job if offered. In fact....I would say Flint is perfect for the job. |

If talking cartoon, which had NO attention to rank at all, it would be Beachhead pre-Movie and Falcon post-Movie, if Flint doesn't want to take it.
Pre-Movie, it was pointed out that it went Hawk, Duke, Flint, Beachhead. Post-Movie I figure that Falcon would ahead of Beachhead (who would make a terrible leader btw, and he's one of my favorites). Now if you go into DiC, Capt. Grid-Iron steps to the head of the line. Now if go by rank, as given in the filecards, there's alot of guys ahead of Falcon and Duke is so far down the list it's not even funny. Gen. Flagg II, Admiral Keel-Haul, Colonels Payload and Courage, Majors Storm Altitude and Barrage, Captains Grid-Iron Claymore Doc and Psyche-Out I believe Sub-Zero is a Captain, I believe Steeler is a Captain Sky Patrol Altitude (or is is Drop Zone) is a Sargeant Major Steeler, the Jet pilots are all LTs

Not sure we can immediately give it to the next rank and file in line. Duke is a 1st Sergeant.
I actually think Scarlett should be next in line for command. |

I'd say Falcon (promoted to captain) as CO, Flint as XO, and either Stalker or Beachhead as top sergeant.
Now keep in mind, when I say Falcon, I mean Falcon as the snake head-biting, second-generation green beret of his filecard, not Duke's whiny, incompetent, drug-addicted half brother from the cartoon. |
