As I recall, most people didnt take it too seriously, This was at the height of the popularity of the cartoon and it came off as a 'Timber-wannabe'. (I dont think Sandstorm was ever mentioned in either comic book or TV show)

I never saw the DIC cartoon series, I never even knew it existed before coming to the 'Tank. I do sometimes feel like I've missed out on some aspect of GI Joe, especially when it's not something I can go to the store and buy.
