I intended the question to be about your "head canon," but practically speaking, if the only figures you have are Classified, then that would obviously affect how your Python Patrol is organized.
In the comics, Larry rarely used them. Darklonia has them, as J James mentioned. And, though mis-colored, a squad appears under the command of Zarana in the Utah desert by the Pit in issues 99 & 100. They were used in-story for their radar-confusing ability. I can get behind a lot of the ideas you all posted here: 1. The technology is for stealth, specifically to avoid radar detection 2. The tech and uniforms are sometimes sold to and used by some Cobra allies and even Iron Grenadier allies. 3. Some Cobra individuals have their own "Pythonized" outfits for when they lead Pythonized troops on missions. Examples: Copperhead, Major Bludd, Vypra. 4. Jungle/Swamp is their primary use, but they have experience in the desert, and have specific troops for mountain missions (Rock-Vipers) and shoreline/amphibious missions (Lampreys). Great question. Chevron on the helmet = officer. Pythonized or not. So, the green shirt = Officer, and the black shirt = trooper.

The white helmet guy is intended as the trooper. A bunch of them are seen playing volleyball in the Slaughters Marauders commercials.

Man, I don't remember that commercial. So, did Hasbro intend for P.P. Copperhead to be a troop builder? If I remember right, in Action Force comics, he was. At least had more men dressed like his original uniform.
