12" G.I. Joe was the first action figure. The term "action figure" was literally invented by Hasbro for that product in order to sell it to boys without calling it a doll.

They're all dolls. At least that was what I recall from the History Channel documentary on GI Joe and Barbie.
The guy who invented GI Joe coined the term "action figure", apparently. |

So GI joes are the only real action figures. Everything else is just dolls hahahaj. I’m just having fun I’ll see myself out

The term was coined for G.I. Joe in '64 and then in 1977 and 1978 when Micronauts and Star Wars debuted the term became synonymous with smaller than 12" toys (3.75" scale at that point).
Looking at packaging for all of those things right now on Google and I noticed, I think Star Wars may have actually been the first to put the term "action figure" on the packaging and promotional ads.

Aside from marketing, it's essentially about intent of play. If it's more about dressing him up, it's a doll. If it's more about creating scenarios with a lot of "action", then it's an action figure.
This is just my own personal definition. I don't see the need to get all up in arms about these things - words change all the time; words in themselves aren't even part of any kind of "objective reality", after all. Maybe we should all do some shrooms and discuss this philosophically. ;)

I feel like it's a doll if it has an entire outfit that is intended to be removed by the customer.

IMHO, what separated Joe from Barbie was the POA (removing the overall theme, that is.)
I use them same metric for all figures- 5 POA? Yup, that's a mini doll you have there, friend.
