BTW, one of the Creating GIJ books does elaborate a lot on the decisions regarding those 3 heads (Short-Fuze, volume 2):
"On December 16, 1982, a meeting was held between Research & Development and Marketing regarding a running change during the 1983 product year. The change entailed re-sculpting three 1982 open stock character heads - Breaker, Short-Fuze and Zap. Memos from December 17, 1982 stated, "The existing heads for Mortar, Communications Officer and Bazooka will be resculpted to a reference picture supplied by Bob Prupis. Zap will go from Style D to Style J, Short-Fuze will go from Style D to Style K and Breaker will go from Style D to Style L." In a later memo dated March 8, 1983, a note was made regarding the hair and eye colors remaining unchanged from their 1982 counterparts. When discussing with Wayne Luther the decision to re-sulpt these three characters' heads, he shared that the main contributing factor was to match what the characters resembled in both the comics and on the packaging. He stated that they would have preferred each character released in 1982 to have a unique head sculpt, but from a practicality point of view, many characters had to share heads. When discussing why the running changes were later cancelled, the only logical reason he could think of was that it was due to scheduling and having to stop production. He stated that they (Hasbro) would not have wanted both (versions of the same figure) at retail at the same time and that it would not have been cost effective to clear the marketplace of the existing product with the original sculpts, and wait for the new product with the new sculpts to be shipped."

That first Scarlett pic shows a lot of influence from Princess Leia's style in Empire Strikes Back. The braided hair, pleated vest and gloves, etc. That would be a cool figure.
Am I the only one who thinks Steeler is vastly underrated? His figure had the best chestpiece and the coolest visor. Quote:
