I would say no but he works along side cobra and provides weapons for them. Well then again why would he go on mission with them? Hmm

I don't think Destro is a freelancer. He's more of an ally. Cobra Commander wouldn't ever really give him orders, he doesn't work for The Commander like Firefly or Major Bludd might.

Destro is there because there is money involved. Everytime the Joes destroy a Cobra legion or a tank, there's a vacuum to fill in the Cobra arsenal. That's why Destro is there... The Commander is a great sales client.

Let me break my thoughts down more, since I just said the word "client." If I'm a freelance artist, the person regularly purchasing my work is my client. I work FOR that client. He purchases my services.

If I'm a salesman, the person buying from me is my client. But I don't work for my client, he purchases my goods.

So Firefly sells HIMSELF. Destro sells his products.
