Even on Scottish soil itself he has had (In the comics for sure) pitched battles with heavily armed private armies and US Forces involved. Given that there are no repercussions for that, it implies a deal of some kind. I mean I'm sure Hama just never really thought about it or cared, but its interesting to think about in universe. "Semi-realistically" I could also see Destro as outwardly being a proponent of Scottish Independence (even if he might not personally agree with it) to a degree that makes it easy for him to paint any Investigations as "politically motivated." And finally Destro seeks refuge in audacity. Dude hangs around in a metal mask even when he's doing "legitimate" business. He may get written off as an "eccentric" as much as anything else. The sunbow cartoon had a few reformed members:
-Raven one of the top Nightraven pilots in Cobra defected to GI Joe. -Mara a Cobra Eel fled Cobra after being used as a test subject. -Baroness in a parallel world where Cobra won turned to the side of good. |

Stalker was able to get through to Wade Collins and get him to see through Cobra's lies. I'd say his was the biggest redemption because of the hatred that he felt against Stalker and Snake Eyes, and the extent that he went to by joining the Fred series, getting a new face, and fitting in to another guy's family. He was completely bought in to Cobra.

In a modern context there are probably a lot of Cobras that are psycho- and sociopaths that would have trouble integrating into normal society, but it really just depends on what you want for your personal Joe-verse. Is Cobra really an entire organization of the "worst of the worst" or do they have a lot of mostly-normal folks that just took a couple wrong turns in life?
