The action figure in the concept art was intended to be a new version of the Cobra Commander figure, but Hasbro decided to change those plans and release him as a new character instead, as DarkLordMordred mentioned, a former Crimson Guard. That is a good example of how powerful a single Crimson Guard can become when following the motto, "Greed, ambition, and ruthlessness".
In early 2004, Devil's Due used that character and invented the idea that he was a Russian named Mikhail Derenko, starting with G.I. Joe the Real American Hero, Volume 2 issue 25. I don't use that storyline continuum myself, and the Hasbro television commercials from 1990 didn't feature Overlord having any sort of Russian accent, so the Mikhail Derenko background seems out of character to me. My choice of story is more like that of CapBritain's, because I do use the 2006 G.I. Joe Collector's Club story in which Overlord leads his own secret army called the COIL, as explained with the Cobra's Most Wanted: Mercenaries boxed convention set.

While I haven't read it in... 10 years at least, the Mikhail Derenko story was a great use of the character in my opinion.
Mikhail Derenko himself was a slowly-built character who was powerful, intimidating, and memorable. He was a great villain on his own. Eventually Serpentor was revealed as having had been behind the scenes revived, manipulating past plot lines from the shadows. It was a long-term payoff to a bunch of plots. When this happened, Mikhail Derenko revealed himself as Serpentor's general and suited up in fancy new armor, calling himself Overlord. It was super cool, and we already knew who the character was, so he got a great origin. This was a story created by Brandon Jerwa, who had meticulously plotted out years of storyline before IDW even hired him. He is a true GiJoe fan and his well-crafted fanfic essentially became Joe canon for years due to his immense writing talent. This also launched his writing career, as he had no experience in the entertainment industry before that

Reading Between the lines of his original file-card back as a kid, I always took him to be the "real" Cobra Commander in a new guise, working his way back into power after Fred VII's betrayal and imposter-takeover!

Given how fandoms like underused/unused mysterious characters, I'd say Overlord is Shooter's dad and was sent to Earth by Zodac under the advice of Tom Bombadill.

my Verse, hes an Ex CeeGee Immortal of Russian decent. I use the DDP back ground, but he started off as a CeeGee, that left the ranks in the mid 90's to join the Spetsnaz where he rose to the rank of Lt.. He came back to America and joined Hammer Squad, working with Firefly and the Twins.

In my head canon, Cobra has become a huge global empire that Cobra Commander manipulates from the shadows. He has sub bosses that oversee different regions of the world. Tomax and Xamot operate out of LA and NYC. Destro controls most of Europe. Serpentor is in charge of South America. Overlord commands the middle east.
Many times these different factions are at odds with each other, but no matter the outcome, it all feeds Cobra Commander's agenda.
