In my opinion and based on initial Marvel Comics Run (50%) and Sunbow cartoon run (50%). Obviously, 1987 and on kind of get the shaft due to (mostly) not being featured in the cartoon, but the majority of the memorable characters were from the 1982-1987 era, anyway.

Wet-Suit 36. Beach Head 35. Dial-Tone 34. Firefly 33. Alpine 32. Torch 31. Ripper 30. Quick Kick 29. Mutt 28. Wild Bill 27. Leatherneck 26. Spirit 25. Xamot 24. Tomax 23. Zarana 22. Serpentor 21. Rock 'n Roll 20. Dusty 19. Buzzer 18. Breaker 17. Clutch 16. Dr. Mindbender 15. Gung-Ho 14. Zartan 13. Shipwreck 12. Storm Shadow 11. Stalker 10. Roadblock 9. Hawk 8. Baroness 7. Duke 6. Flint 5. Cobra Commander The last one was very tough, for while I think Snake Eyes is more important to the brand, going by my criteria (comic/cartoon only), CC takes it by having a much larger role in the cartoon than Snake Eyes. I'd say the figures of the characters themselves should be a factor as well. How many versions, and how frequently they were made over the course of the original run.

It is a testament to how many good characters they have that guys like Doc and Low-light don't make the list, and even I'm like, "That's nuts, but it's not unreasonable."
