i like to limit the Ninjas, so that it makes them seem special. In my head cannon there are the Arishikage, who have been corrupted and become the Red Ninjas that Cobra has. Storm Shadow worked with Cobra to try and save his clan. Snake Eyes story is as always; Tommys old friend, trained as an Arishikage. Jinx was raised in America, and also escaped the clan corruption.
Other than that there are the Night Creepers, who are basically all just well trained assassins calling themselves Ninja, and not so much the ol "Ancient mystic warrior" types.
Anyone else is just an outlier. And i try not to have many of them.

I don't know about officially, but in my head canon the "ninja clans," are intelligence assets that are skilled martial artists that are trained in the use of melee and bladed weapons.

In my JOEverse the Arashikage are a private intelligence firm and a family owned business headed by Demon Granny and Tommy is the v.p. of operations.

The Arashikage have (in one way or another have been involved in the intelligence community since the waning years of the Azuchi?Momoyama period, (damn near a half a millennium. Forty years ago, Granny Demon, the Hard and Soft Masters formed Arashikage Information Source, Inc. (A.I.S) A.I.S. provides espionage services to governments and corporations.

The Night Creepers are COBRA Command's field operatives and they're headed by the Night Creeper Leader who is the Ops Chief of COBRA's Intelligence Community.

The Red Ninjas are the equivalent the CIA's Special Operations Group and they operate in the same capacity that SAC/SOG does. They perform operations that the COBRA doesn't necessarily want to be connected to and they do assassinations.

The Commander will utilize the Red Ninjas because it's cheaper than using the Z family, (Zartan and 'em ain't cheap,) and/or the operation is very sensitive and the Commander doesn't want anybody outside of COBRA knowing about it.

See thats all well and good, but having the more ninja clans makes Tournaments like Mortal Kombat and Street Fighters on a much larger scale.

Sure, and in those respective universes thats cool, but for Joe I like to minimize the mystical over the top stuff. Its why i dont want Captain America in Joe; His specialness makes the other Joes less special.

To me these guys are all action heroes. They're all Tyler Rake from Extraction, John Mclain from Die Hard and John Wick rolled into one. Its why 30 spec ops guys can fight an army and maybe win; they're just that good.
