Are the Flagg's personnel the naval equivalent to green shirts? Or are Keel-Haul and Shipwreck, (when he's aboard the Flagg,) the only JOEs that are a part of the Flagg's crew.

Joe) must be both an unrestricted line officer (which enables him to command at sea) and a naval aviator and is always the rank of Captain (O-6). He would work closely with Keel-Haul, who is busy supporting crisis response missions which might be undertaken in non-permissive environments where multiple threats exist. (Ex. anti-ship missiles, ballistic missiles, mines, and the always present terrorist threat of COBRA). The sailors aboard the Flagg are not G.I. Joes, but instead assigned to the ship itself and the Navy Task Group. Sailors such as Shipwreck remain assigned to the U.S. Army unit (G.I. Joe) but will report to the Division Officer of the Flagg as a courtesy and make themselves available as their mission allows. They could sometimes be integrated into the watch bill, but their roles on G.I. Joe specific missions must always take priority.

For the more nerdy explanation: Grand Admiral Thrawn is the head of his Star Destroyer Squadron, but Palleon is the Captain of the Chimera itself, reporting to Thrawn.
Similarly, there are classified detachments of armed forces in various countries (EG JTF2 in Canada) that have regular staff / support personnel assigned to them that aren't necessarily part of the team itself. The Flagg's staff could easily be akin to these forces, although the issue becomes keeping a team the size of the Joes classified in that environment. I think it's just one of those different continuity things that are inherently hard to rationalise. The Joes are clearly a public-facing branch of the army in the cartoon, so it's much easier for them to justify using regular Navy personnel on the Flagg. |

Either way, everyone needs a crew for their Flagg, Fleet etc and the best way to get the is backing the "In the Navy" Kickstarter. Lets smash it and unlock everything so we can muster an awesome crew |

I assumed the Flagg was assigned to the Joes, Keel-Haul was a Joe, the rest of the crew were just USN sailors and not actual Joes and when the Joes were disbanded in 1994, the Flagg, the crew and Keel-Haul all reverted back to being US Navy.

I always wondered why the Joes don't have a Silent Service component (a submarine). |
